4th Avenue and Ashe Street Neighborhood Water and Sewer Replacement
Milestone timeline:
The City of Hendersonville’s existing water and sewer infrastructure in the Ashe Street Neighborhood and 4th Ave area is aging and in need of replacement. This area of downtown Hendersonville is ripe with commercial and residential revitalization with existing water and sewer infrastructure installed in the 1920s. To stimulate the revitalization of these districts, the City of Hendersonville has planned future streetscape/roadway projects. Through a variety of construction methods, this project will replace or rehabilitate existing water and sewer infrastructure.
The City of Hendersonville will soon begin construction of the Ashe Street Neighborhood and 4th Avenue Water and Sewer Replacement project. This project will replace and rehabilitate aging water and sewer infrastructure, some of which has been in operation for over 100 years.
This construction project will involve water main and sanitary sewer main replacement and rehabilitation in the following areas:
- 7th Avenue from Boxcar Street to Elm Street (Ashe Street Neighborhood)
- 4th Avenue from North Pine Street to Williams Street
- Williams Street from 4th Avenue to 1st Avenue
New water and sewer mains will be constructed by open trenching within streets. Rehabilitated sewer mains will be lined using Cured in Place Pipe (CIPP) technology. The rehabilitation process will not include trench excavation. The included map shows where these construction tasks will be performed in the Ashe Street Neighborhood.
While this construction project will improve our water and sewer systems, there will be brief interruptions to water and sewer services as connections are made to the new infrastructure. We apologize for the inconvenience that these interruptions may cause. Hendersonville Water & Sewer will notify affected customers in advance to prepare for planned service interruptions. Unplanned service interruptions may occur because of construction, and the utility will communicate with customers as information is available.

During construction roadway lane closures may occur specifically in areas of open trench construction. Long-term street closures are not anticipated in the project area.

City of Hendersonville project engineers, contractors and staff hosted community members at a meeting to kick-off the water and sewer infrastructure improvements in the Ashe Street and 4th Avenue area on November 6th at the train depot.
This project will replace and rehabilitate aging water and sewer infrastructure, some of which have been in operation for over 100 years.
This construction project will involve water main and sanitary sewer main replacement and rehabilitation on 7th Avenue from Boxcar Street to Elm Street, Ashe Street Neighborhood, 4th Avenue from North Pine Street to Williams Street, and Williams Street from 4th Avenue to 1st Avenue. New water and sewer mains will be constructed by open trenching within streets. Rehabilitated sewer mains will be lined using Cured in Place Pipe (CIPP) technology which is less impactful and does not include trench excavation. Unlike the 7th Avenue Streetscape Project, this infrastructure work will not involve long-term, full street closures and detours. The majority of the work will involve single-lane closures, and short-term street closures during trenching operations.
Construction is expected to start in mid-November 2024 with project completion expected in December 2025. The initial phase of work will occur in residential areas with 7th Avenue work scheduled to begin January 2025. Sidewalk replacements on portions of Beech and Cherry are also planned following the water and sewer line replacements.

Unplanned service interruptions may occur because of construction, and the utility will communicate with customers as information is available.
