The purpose of the City's Illicit Discharge Detection & Elimination (IDDE) Program is to identify, detect, and eliminate all non-stormwater discharges from the City of Hendersonville’s Municipal Separate Storm Sewer System (MS4). In addition to the involvement of City staff, it is recognized that public education and public involvement in pollution identification, detection, and prevention are key elements of a successful IDDE program for Hendersonville. . The final program goal is to inform employees, businesses, and the general public of hazards associated with illegal discharges and improper disposal of waste.
The City adopted an Illicit Discharge ordinance to prohibit illicit discharges to the storm sewer system on November 16, 2007. GIS mapping of the existing stormwater drainage system as of 2016 is currently underway, and corresponding drainage areas have been delineated and receiving streams identified. New construction after 2015 is being added to the inventory using digital "as-built" files required during the construction process. In addition the City is completing an update to the stormwater drainage inventory in 2021.The City also has a stormwater outfall inspection program to detect dry weather flows and monitor system outfalls.

The City of Hendersonville maintains a stormwater hotline and encourages the public to report any concerns or problems they may encounter involving stormwater drainage and runoff including illegal dumping in streams and storm drains, and clogged storm drainage systems.
