4th Avenue and Ashe Street Neighborhood Water and Sewer Replacement
Milestone timeline:
The City of Hendersonville’s existing water and sewer infrastructure in the Ashe Street Neighborhood and 4th Ave area is aging and in need of replacement. This area of downtown Hendersonville is ripe with commercial and residential revitalization with existing water and sewer infrastructure installed in the 1920s. To stimulate the revitalization of these districts, the City of Hendersonville has planned future streetscape/roadway projects. Through a variety of construction methods, this project will replace or rehabilitate existing water and sewer infrastructure.
The City of Hendersonville will soon begin construction of the Ashe Street Neighborhood and 4th Avenue Water and Sewer Replacement project. This project will replace and rehabilitate aging water and sewer infrastructure, some of which has been in operation for over 100 years.
This construction project will involve water main and sanitary sewer main replacement and rehabilitation in the following areas:
- 7th Avenue from Boxcar Street to Elm Street (Ashe Street Neighborhood)
- 4th Avenue from North Pine Street to Williams Street
- Williams Street from 4th Avenue to 1st Avenue
New water and sewer mains will be constructed by open trenching within streets. Rehabilitated sewer mains will be lined using Cured in Place Pipe (CIPP) technology. The rehabilitation process will not include trench excavation. The included map shows where these construction tasks will be performed in the Ashe Street Neighborhood.
While this construction project will improve our water and sewer systems, there will be brief interruptions to water and sewer services as connections are made to the new infrastructure. We apologize for the inconvenience that these interruptions may cause. Hendersonville Water & Sewer will notify affected customers in advance to prepare for planned service interruptions. Unplanned service interruptions may occur because of construction, and the utility will communicate with customers as information is available.
To receive water service notifications, customers should ensure their contact information is up to date on their account at https://hvlnc.authoritypay.com/ or by contacting customer service at 828-697-3052.
During construction roadway lane closures may occur specifically in areas of open trench construction. Long-term street closures are not anticipated in the project area.

Completed Work & Current Neighborhood Progress:
- Water mains have been constructed on Cherry Street and the eastern part of E Pace Street. The water crew is currently working on Beech Street.
- Sanitary sewer has been constructed on Beech St between Pace and 7th Ave. The sewer crew is currently working on Beech Street between Pace and Jonas.
Upcoming Neighborhood Work:
- Throughout January, the water crew will continue to work on E Pace Street and Beech Street and will begin work on Jonas Street.
- The sewer crew will continue working on Beech Street, followed by work on Jonas.
- The CIPP lining contractor (method used to rehabilitate sewer mains using Cured in Place Pipe (CIPP) technology to minimize construction impact) will be onsite at the end of January to begin evaluating the sanitary sewer expected to be lined using this technology. Sanitary sewer lining is expected to start on Cherry Street in February.
Upcoming Work on 7th Avenue
- Sanitary sewer construction on 7th Avenue between Barker Street and Ashe Street is scheduled to start the last week of January. This construction includes open trench excavation that will close the east bound lane of 7th on this block. It is anticipated that the west bound lane of 7th will remain open, but there is the possibility of brief closures for worker safety during some activities.
- Following sewer construction, a new water main will be constructed on 7th Avenue between Barker Street and Ashe Street that will also require the closure of east bound 7th Avenue.
- It is anticipated that the east bound lane of 7th Ave between Barker Street and Ashe Street will be closed for 2-4 weeks during sanitary sewer and water main construction.
- CIPP lining will take place on 7th Avenue from Boxcar St to the Mud Creek bridge in late February through March 2025. This work will not require open trench excavation and is planned to be performed at night to reduce traffic impacts. While CIPP work is taking place during the evening, there will be temporary lane closures, bright and flashing lights from trucks and equipment, as well as noise from construction equipment.
- Before CIPP lining work starts, the contractor will perform their own camera inspection of the sewer network to verify suitable pipe conditions for lining. While it is not anticipated, sections of this sewer that do not pass this inspection will need to be replaced through open trench construction. This has the potential to lead to additional closures on 7th Avenue.
- This is a tentative schedule and is subject to change.
City of Hendersonville project engineers, contractors and staff hosted community members at a meeting to kick-off the water and sewer infrastructure improvements in the Ashe Street and 4th Avenue area on November 6th at the train depot.
This project will replace and rehabilitate aging water and sewer infrastructure, some of which have been in operation for over 100 years.
This construction project will involve water main and sanitary sewer main replacement and rehabilitation on 7th Avenue from Boxcar Street to Elm Street, Ashe Street Neighborhood, 4th Avenue from North Pine Street to Williams Street, and Williams Street from 4th Avenue to 1st Avenue. Visit www.hvlnc.gov/asheimprove to view the project map.
New water and sewer mains will be constructed by open trenching within streets. Rehabilitated sewer mains will be lined using Cured in Place Pipe (CIPP) technology which is less impactful and does not include trench excavation. Unlike the 7th Avenue Streetscape Project, this infrastructure work will not involve long-term, full street closures and detours. The majority of the work will involve single-lane closures, and short-term street closures during trenching operations.
Construction is expected to start in mid-November 2024 with project completion expected in December 2025. The initial phase of work will occur in residential areas with 7th Avenue work scheduled to begin January 2025. Sidewalk replacements on portions of Beech and Cherry are also planned following the water and sewer line replacements.
While this construction project will improve our water and sewer systems, there will be brief interruptions to water and sewer services as connections are made to the new infrastructure. Hendersonville Water & Sewer will notify affected customers using the information on customer billing accounts in advance to prepare for planned service interruptions. Unplanned service interruptions may occur because of construction, and the utility will communicate with customers as information is available.
City staff and contractors will directly communicate with residents and businesses regarding direct impacts to property. General updates on the project will be posted at www.hvlnc.gov/asheimprove and sent out to project subscribers.
- If you or someone you know would like to receive project updates, please email name, address, email, phone number and business name/address (if applicable) to ajustus@hvlnc.gov with the subject Ashe Street Project
- Please ensure the contact information on the property’s water account is up to date for water service notifications by visiting www.hvlnc.gov/contactinfo or calling customer service at 828-697-3052. Make sure the water account owner shares service notifications with renters.
