Job Description:

An employee in this class provides data collection, research, training, analysis, system support, and reporting, and duties include assisting departmental staff with the development of performance plans, continuous process improvement, business modeling, and organizational assessment. The position is responsible for analytical support, strategic planning, management studies and developing performance tracking methodologies for several City divisions including, but not limited to, water, sewer, stormwater, streets, parks & public properties, sidewalks, traffic, sanitation, recycling, sustainability, and capital projects.

Work is performed under the strategic direction and daily supervision of the Director of Public Services. Work is reviewed through conferences, reports and observation of results achieved.

ESSENTIAL JOB FUNCTIONS

  • Assists the Director of Public Services in managing and coordinating the development and implementation of department-wide goals, objectives, policies, and priorities.
  • Assists in developing of long-term strategic plans and annual operating performance plans and works with departmental staff to establish outcome goals and define clear program strategies for measuring performance for results and to create citizen-centered customer service measures.
  • Assists departmental staff in developing performance measures, tracks outcomes of Public Service Department programs, as well as developing efficiency and quality measures and metrics for day-to-day management decision making.
  • Assists departmental staff in preparation of business plans and performance objectives aligned with strategic plans and with clear performance measures and performance benchmarks.
  • Manages, monitors and evaluates the efficiency and effectiveness of the Department’s organizational structure, staffing patterns, service levels, and administrative systems; identifies and analyzes opportunities for improvements.
  • Works with departmental staff and teams to review programs and processes and to solve operational problems.
  • Develops measures to manage performance data being collected to provide meaningful information to day-to-day managers and policy makers.
  • Collects and analyzes information on how resources are managed, how they are acquired, and how they are used.
  • Conducts planning and implementation related to organizational performance and accomplishments.
  • Ensures accurate data reporting across all mediums including dashboard, webpages, monthly project reports, and public communications.
  • Tracks historical project cost data for all projects divisions.
  • Performs complex analyses and evaluations on current and historical cost estimate data to ensure data accuracy and improve cost projections.
  • Provide recommendations for and assists with preparing divisional budget and cost procedure updates.
  • Enters requisitions for purchase orders or other requests to process vendor payments.
  • Plans, executes, and supervises assigned special projects.
  • Performs other related job duties as assigned. 

 

Management Analyst I – Grade 16 - $52,360.41 - $66,025.48

Education and Experience:

Bachelor’s degree in engineering, accounting, finance, business administration, or related area with one (1) year of direct experience consulting, leading teams, improving processes, facilitating performance management, and/or strategic planning in a large organization; or an equivalent combination of education, training, and/or experience.

Special Qualifications:

  • Possession of a valid driver’s license to operate a motor vehicle.  Requirements exist at the time of hire and as a condition of continued employment.
  • Lean Six Sigma White Belt certification is preferred.

 

Management Analyst II – Grade 18 - $57,727.36 - $72,793.09

Education and Experience:

Bachelor’s degree in engineering, accounting, finance, business administration, or related area with three (3) years of direct experience consulting, leading teams, improving processes, facilitating performance management, and/or strategic planning in a large organization; or an equivalent combination of education, training, and/or experience.

Special Qualifications:

  • Possession of a valid driver’s license to operate a motor vehicle.  Requirements exist at the time of hire and as a condition of continued employment.
  • Lean Six Sigma Green Belt certification is preferred.

 

Knowledge, Skills and Abilities: 

  • Knowledge, understanding, and application of performance improvement processes, systems, and techniques.
  • Knowledge, understanding, and application of principles and practices of performance measurement/management and strategic planning methods, management, and practices.
  • Knowledge of principles and practices of governmental accounting, governmental financial management, governmental budgeting, and service efforts and accomplishments.
  • Knowledge in developing/managing original research for business organizations including survey development, analysis of results into actionable forms, and presentation of research and results to executive audiences.

PHYSICAL DEMANDS

Work in this class is defined as sedentary requiring the employee to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Employee must have visual acuity to be able to prepare and analyze data and figures for budgeting, perform extensive reading, operate a computer and other office equipment, determine accuracy and thoroughness of work, and observe general surroundings and activities. Vocal communication is required for expressing or exchanging ideas by means of the spoken word.  Hearing is required to perceive information at normal spoken word levels. 

WORK ENVIRONMENT

Work is primarily performed in an office setting with a temperature-controlled environment and no exposure to external environmental conditions.
