The proposed Biosolids Thermal Dryer will produce a high-quality, nutrient-rich biosolid product produced from the wastewater treatment process that will be beneficially re-used as a fertilizer or soil amendment. The project will reduce current operational costs for treatment solids disposal and reduce the City’s vulnerability from relying on private haulers and landfill for disposal of treatment solids. In addition, the project includes a rooftop photovoltaic solar energy system that will generally offset the new equipment's electrical demands by 70% - 100%.

The project is partially funded through a $14,750,000 direct appropriation from the NC General Assembly in S.L. 2023-134. The remaining component of the project is funded through a revenue bond.
